Rhyno Rodriguez and one of his oldest friends from Liberty City/GMM OG, Loco Lopez, walk into the mansion unarmed, but they're both wearing bulletproof vests:
Rhyno: We're here to see Don Costello.
A guard frisks both of them and find nothing:
Guard: Yeah, the Don is expecting you. He's in his office.
Rhyno and Loco make their way to Ben's office. They enter and shake hands with Ben:
Rhyno: How you been Don Costello? Ben: Hey Rhyno. How you doing? How's business? Rhyno: As always, it's fuckin great. Now, what did you want to meet with me about. With all due respect, I've already told you and your mafioso friends not to try to set up shop in my city, unless you want me to do it in yours as well.

Ben Costello glances over to Rhyno and his friend, Loco.
Ben: You see......I'll give you control of Calton Heights, the Northside Motel and the Strip Club formerly owned by Goldie in return for a stake in the Los Santos Drug Trade. It's too suburban for our tastes, Calton Heights. Los Santos is an ever raging battlefield, however gang warfare has been at an all time low in San Fierro this year. My Family will still control the San Fierro Drug Trade, however we will leave Calton Heights alone. Normally we travelled through that area as part of our Drug trafficking, however now that the new bypasses have been constructed, this will no longer be an issue. Sometimes we might ask for you to act as distributors for our "merchandise", possibly oversee some simple transactions, those sort of activities, that specific line of work. However, we might see how this little business proposition plays out first. It's a tempting offer, how will you respond?
He took a sip of sweet smelling Brandy, nodding to them as he yawned slightly.

And Mikey owes us from before in the past; we helped him lay low in Chicago during that point in time when the Brims wreaked havoc amongst Los Santos, before you guys put a stop to it. Besides, you focus on trying to take over Calton Heights, every gang in LS will try to encroach on your LS territory. Plus we have many allies over in San Fierro. Unfortunately, I must refuse this offer. The West Coast Commission would not allow such a thing to occur. Our Capo di Tutti Capi, our honoured chairman of the Commission, Joseph Trapani would refuse this. Besides, we have more men on the streets of Calton Heights than yours; yours just lounge around in those god awful side alleys. We offer you a good deal, since your influence is not as strong in San Fierro. Also, we have the legal contacts to aid your gang. I am being over generous, a wise move in my modest and humble opinion. I tell you the truth, I did not build up an empire out of fear; that would never work. Sure, I had to make those moves to scramble to the top of the food chain, however I was fair, noble and tactical. I am not rash, despite my recent execution of my top Caporegime, Carmine Biancco. However, sometimes even the slightest of force is needed in my line of work, with my role, power and authority. With great privileges comes immense responsibility, that you should know. I have been a wise Don, and I hope that you see the light, see what's good for business. I am talking as a hard-headed businessman who knows how this world operates; it revolves around even without your presence. Ben: We've also got you an account at the local Ammu-Nation in Calton Heights from our "friends". You need guns, Ammu-Nation gives 80% discounts off all weapons, vests and ammo to account holders. Just in case some of the local San Fierro gangs try to give 'chu trouble.

Ben: I have also got some documents ready for your disposal. I have made a new type of Class A Drug that you can deal. It's a mixture of blended Statin, with some cough syrup, a few dabs of finely cut grass (Marijuana), a few spoonfuls of white powder (Cocaine), as well as a dose of Amphetamine combined with a few sprinkles of Caffeine. I call it 'JAYROMA'.
Ben hands over the instructions for making the Drug to Rhyno.
Ben: You can sell 'da Drug in Los Santos.
