History - Tito was born in 1970 to Hector and Luisa Mendez in Little Havana, Vice City. Hector was a drug runner for the Cubans whereas Luisa was an accountant for a bank. At age two, Luisa was shot dead after resisting during a robbery on her bank by the Cubans. After Hector found out about this, he left the Cubans. He was their best drug runner and was shot dead a week later. Tito went on a rampage. He slaughtered several Cubans, including their guy who was in charge of distributing drugs, which earn't him the nickname "38th Street Diablo", because that's where they all were. Then he stole their drugs and sold them on, making a nice profit. But the Haitians caught wind of his operations and sent out a hit on him. Tito, using his father's money, bought a one-way ticket to Los Santos, San Andreas and started selling there for the Los Santos Vagos, a Mexican gang based in LS. At one fateful drug deal, the guys they were selling to turned out to be FBI agents undercover and all but Tito, who managed to get away, were arrested. The Vagos leader thought that Tito was a rat and sent out a hit on him for $20,000. Due to most prominent gangsters for the Grove Street Families, the Vagos, the Aztecs and the Ballas being either killed or arrested, Tito decided to lay low for a while... until now.
