Ben used a private Office floor in the building to talk to Frank Borsellino, his right-hand man in San Andreas, and Paulie Russo, one of his most trusted and loyal friends.
Frank: You called us, boss? Ben: Yes, yes. Now, take a seat. All three of them take seats.
Ben: Okay, I'm planning on having the San Fierro Family tree take over this neighbourhood. What are your views on this?
Paulie: Personally, boss. I think it's a great idea. There's a lot of investment opportunities for us.
Frank: Here, here. We can use the legal businesses here as fronts for our illegal operations.
Ben: Like what I'm doing with this place, right? Okay, what sort of racket? I'm looking for something low-profile, discrete, low-risk but profitable.
Paulie: I know a Nightclub in this district that's been closed by the city. We can take it over and start up a small-time Gambling racket, using the secret rooms underneath the Nightclub, on the ground floor. The asking price is around, I'd say, five-thousand Benjamin Franklin's.
Ben: Five hundred thousand bucks? Not too bad.... Okay! Let's do it. Frank, set up a meeting. Paulie, you'll attend the meeting on my behalf, representing me there. You'll have the money wired to the account containing the city funds.There'll be enough to buy out the Nightclub. I'll see you guys later.
And, with that, the three of them left, and a few hours later, the Financial District was taken over by the Costello Crime Family.
