Carmine and three of his soldiers pull up in his yellow & white Cadillac. They exit the car and walk up to Samuel Messina who is guarded by two of his men. Meanwhile, four of Carmine's men are on the rooftops with snipers, and they make sure that Samuel isn't trying to set Carmine up. They give Carmine the signal that the coast is clear and one of Carmine's soldiers pull a large briefcase out of the trunk of his car:
Samuel: I'm guessing you're Mr. Biancco. Carmine: You're guessing correct. Are you Samuel? Samuel: Indeed I am. I'm the new Consigliere for my father. I represent the Messinas all the way out in Bullworth, and now we're thinking of setting up shop here in San Andreas. Carmine: Well you'll need the permission of the West Coast Commission first, Sammy. Samuel: Don't call me that... anyways, here's the money.
One of Samuel's men opens a bag with $1,500,000 inside. Carmine's soldier then opens the briefcase with 150 kilos of coke inside of it:
Samuel: Is it 100% pure? Carmine: That's right. Courtesy of the Colombian Cartel. Samuel: Excellent. You'll be hearing from us again real soon.
They then swap bags and everyone leaves.

Jackie Gambetti picks up the pieces of Carmine Biancco's dealings with the Messinas. The Messinas soon begin to deal in SF again, only this time, with the Gambetti Family instead of the Costellos.
