Ben: Yes. You seem to have a good business sense, you seem to be trustworthy in this business. It's the people who adhere to their responsibilities, the ones that have good ambition and plans, but seem to know their place that are worthy to be allies. If you do this for me, then our gangs will be allies.

Paddy Carmine is in the VIP room, waiting for this "Vittore Ciro" to come and give him some work. A man walks up to him.
Vittore: Hi, I'm Vittore Ciro, but my friends call me Vito. And any friend of Ben is a friend of mine.
Paddy: Nice to meet you, Vito. Frank said you might have some work for me.
Vittore: Yes, but it's "dirty" work, with a more hands-on approach.
Paddy: No matter, I need the money.
Vittore: Okay, I need you to infiltrate a newly-opened Casino, the Delux Casino. Those greedy swines borrowed money off us, and now they're getting the heat on us. Someone ought to teach them how to share. A lesson in manners. So, you're going to break into their vault. Now, surveillance footage shows that one of their men frequents the Triangle Strip Club. He is one of the VIPs. Now, our allies, the Trapani's run it, so tell them that Vittore Ciro sent you. If they ask for proof, tell them that Vito is sorry for letting the girls goof off on the job last week. Oh, and here is a piece. (He hands Paddy a 9mm pistol.)
Paddy: (Taking the Pistol) Sounds fair enough.
Vittore: Okay, so at the VIP room, "convince" the croupier to give up his uniform to you. Once you have the uniform AND his key card, destroy the switch in the generator room, lure the guards who are protecting the vault into there, and lock them in. Last week they confiscated a bomb off one of our men, and it is in their desk drawer in the vault room. Kill the desk man, take his key, unlock the drawer, and use the bomb to get the money. Steal their Armoured Van in the underground parking lot, and take the vehicle to a Bank we have close connections in Tierra Robada. They'll launder it for you. Okay?
Paddy: Sure.
Paddy sees a man in a Kaufman Cab Taxi asking for directions. Paddy pretends to give him directions, however he jacks the Taxi, taking it to the Triangle Strip Club.

Rey and 3 other 18th Streets walk into the Casino. They stroll up to the desk.
Rey: Is it possible to see a 'Ben Costello'. Man: Yes. May I ask the reason? Rey: Business. Man: OK.
The man takes the phone and jabs at the keys. After 10 minutes on the phone, the man tells Rey to go upstairs. When they all turn around, the Guards pat them down, taking their Glocks. Then they walk up the stairs and see a door with 'Mr. Costello' on it. Rey knocks on it and then walks in. The 3 18th Streets stay standing up and Rey takes a seat in front of Ben.
Rey: Hello, my name is Rey Mendoza, but my friends call me 'Mundo'. I was wondering, could your Family and my gang become allies? It would be very nice.

Vito and 3 other armed guards walk into the Casino. He walks up to the desk.
Vito: I'm here too see Ben Costello? Man: OK, why? Vito: Business reasons. Man: He's on the 1st floor at the top of the stairs. Vito: Grazie.
Vito and the others stroll up the staircase and see 2 men guarding the office.
Guard: We have to pat you for any weapons. Vito: OK.
The guards pat the 4 men and take away their Snubs.
Guard: Go on in. Vito: Thank you.
Vito tells the other men to stay outside. Then he walks into Ben's office and sits down.
Vito: You must be Ben Costello. My name is Vito Corleone. Also known as 'The Godfather'. I would like our Families to be allied so neither of us get rubbed out. What are your thoughts on this?

Ben Costello: Sure. I would love for our Families to be connected. Me and my friend Joey have ruled in this city for at least a decade and a few years now, but we would appreciate it, especially since competition is much more serious. Anyways, let's get down to business. I don't really regard myself just as a Don, but as a Business Entrepreneur. Businesses are vital for men in our positions, Mr. Corleone. I need you to check up on my businesses in Las Venturas for me, make sure everything is running smoothly. Then we can start our beautiful business relationship.

Vito: OK. I will get right on it. Thanks for your time.
Vito then leaves the office, collects his guards and guns, then walks out and gets into his car. Then they drive off.

A black Cadillac pulls up outside the Casino. Vito, Sonny, Michael and Fredo get out. Then they stroll up the staircase, showing an ID card to the guards. Then Vito's men stay outside and he walks into Ben's office and sits down.
Vito: I've checked your business's and most of them are running smoothly. But we stumbled into some Forelli's and they don't like us. So we had a shoot-out. And we won. Anyway, back to business, are our families allied?

Ben slides him $500.
Ben: Yes. As for the Forelli's, it definitely was not a decision by the majority. I'll have Mario Forelli look into it.

Receptionist: Sure. Go right ahead.
As they enter the top floor, the guards pat them for weapons, taking away whatever weapons they may have, putting them in a box.
Guard: You'll get them back when you leave. V: Okay.
Vincent Primo and Toni go into Ben's Office, and take seats.
Ben: Now, I wanted to talk to you guys. My friend, Joey Trapani and I have been running this town for at least ten years now, but it's hard to get a strong, firm grip, when so many other rivals are coming in and conducting their activities like morons, in a non-business sense. I want our Families to be allied. The Forelli, Trapani, Leone and Costello Crime Families currently make up the West Coast Commission. You can be part of that Commission. You'll have a lot of support and respect. What do you say?

V: Yes. It would be an honor to be allies. But what about the Mancini family, the Corleone family and the Caropepe family? Are they allies or rivals?
